Statement of Need
The Public Sector is in ever growing need for improving financial management and control of government expenditure. The Public Sector Financial Management Program (PSFM) aims at providing and closing knowledge and skills’ gaps of management of both the Central and Local Government officials. The overarching objective is to enable public servants senior and high positions to carry out their ever evolving responsibilities as approved by Parliament and in accordance with the principles of sound financial management, diligence ethics, efficiency and effectiveness. This programme couldn’t have come at a time better than this.

Objectives of the Programme
By the end of the programme participants will have learned to:

  • Design, maintain and improve acceptable systems of financial management and control for the public sector
  • Plan finance-related public sector activities covering the long term, medium term and short term periods
  • Prepare public sector annual and medium term budgets including medium term expenditure budgets using the Medium Term Expenditure Framework (MTEF) approach
  • Implement public sector plans and budgets as approved by the Parliament and
  • Control public sector activities by comparing the actual performance with the budgeted performance, and work on variances

Target Participants
The target audience includes all finance staff of the Central and Local Government as well as Public Enterprises officers responsible for the public sector activities of Planning, Budgeting, Implementing, Monitoring, Accounting, Reporting and Control. The PSFM program is also relevant for decision makers such as members of Parliament, members of the Board and Directors of Public Enterprises.
